The water is at the rocker panels and the Honda will not roll. Searching winch out NYC from a flooded underpass, a Cross Bronx median, or wet sand at a Coney Island lot is the right move. This is recovery. It is not a polite hook on four good tires.
A stuck car is a winch, not a rotation slogan
A winch-out is the job when the car cannot reach the street on its own. Standing water in an underpass. Soft ground at an event lot. A nose in a wall. A beach pocket. A median the driver should not have entered.
That is different from after an accident. A crash with police on scene can become a DARP or ROTOW rotation. DCWP posts max rates there. A flooded underpass with no crash file is still a recovery you called in. Do not mix the two.
Quick Tow NYC is a referral service. We match drivers with independent local operators. We do not own trucks. We do not perform the work. We are not a DCWP-licensed towing operator. The operator quotes the recovery before they start. We publish no brand price.
New York has already shown what flood water does to cars. Hurricane Ida remnants on September 1, 2021 brought the city’s first flash-flood emergency, with more than three inches recorded at Central Park in an hour, and cars abandoned on the Major Deegan. Hurricane Sandy in October 2012 pushed a 13.88-foot surge and flooded about 17 percent of the city. Those figures are historical weather, not a promise about your block tonight. If the bay is wet, say so. A jump into a flooded engine is the wrong first try. See jump-start help only when the bay is dry.
Do not walk into moving water to attach a strap. Call 911 first if you are in a live lane or the water is still rising. Then call us for the recovery once you can name a legal place for the truck to stand.
Where a winch actually fits in this city
Commercial vehicles, trucks, and tow trucks are banned on NYC parkways, including the Belt, the FDR, the Henry Hudson, the Cross Island, the Jackie Robinson, and the Grand Central. A truck on those roads is itself a violation. The FDR Drive carries a published 8,000-pound limit north of 23rd Street. A recovery on a parkway still needs a legal street to stage from.
Belt Parkway was the city’s deadliest single road in 2023, with 1,348 crashes and 8 fatal, per NYPD figures compiled by aeelaw.com. A car in a Belt underpass after a storm is a winch and a routing problem. Name the underpass, the direction, and the nearest legal street.
Coney Island lots, Orchard Beach sand, and event grass in the Bronx are the other pattern. GSC already shows people searching beach winch out. The operator needs to know if the car is on sand, mud, or a flooded concrete pad. A wheel-lift that cannot reach the tires is the wrong picture. A winch and a bed is the conversation.
Coverage is the five boroughs. A Manhattan underpass, a Brooklyn beach lot, a Queens depressed highway, a Bronx Deegan pocket, a Staten Island flood driveway: those are in. Nassau, Westchester, and New Jersey are out except as a long-distance destination.
If the car is already gone, stop describing the stuck. Use NYC 311 and the towed-vehicle lookup. A parking-violation hook is an NYPD pound job. A private-lot hook is a DCWP job. Neither is a winch you requested.
What to say so dispatch sends a winch
Have this ready.
Make, model, year, and drivetrain. AWD stuck in mud is a different pull than a FWD sedan in an inch of water.
Exact spot. Underpass name, highway, direction, nearest exit, or the lot name and the row. “The Deegan” is not enough.
What the car sits in. Standing water, flowing water, mud, sand, a median, a wall. How high the water is on the doors. Whether the engine was running when it went in.
Whether the car will roll once it reaches pavement. Locked wheels, a shredded tire, a cracked oil pan: say it. The next quote may be a flatbed, not only a pull.
Whether anyone is still in the car. If they are, 911 first.
The line is answered around the clock. Calls are recorded after a notice. The quote is stated before dispatch.
If this is a crash with an officer on scene, tell us that. The officer may already have called rotation. Our accident page is the file for that. Keep this page for the stuck car you called in.
An EV in water is also a method question. High-voltage packs and flood water are a reason to name the powertrain. See Tesla and EV towing. We do not run a battery-event protocol. The operator confirms what they will do.
When the pull is done and the car still has to leave
A winch that gets the car onto pavement does not dry the engine. Do not crank a flooded motor because it looks close. Ask for the tow to a shop you name. Storage starts when the destination is “our lot.”
Lien Law § 184 lets a garage keeper claim a lien, with certified-mail notice due within 5 working days, capped at any written estimate. If the vehicle leaves possession after 30 days, that lien is void. Read the statute if a yard is already holding the car.
We do not promise the car will start after the pull. We do not invent a success rate. The operator recovers. You choose the shop.
When to call us
A car in water, mud, sand, or a median stops being a DIY strap when you cannot stand safely or the truck needs a winch. Call us at (929) 356-7857. The line is answered around the clock, calls are recorded after a notice, and an independent local operator gets the job once the quote is stated.
